As given in U. Beecher and Anthony S. On October 1, 1953 a service charge of 10 cents was initiated on any certificate obtained on or after October 1. The charge was increased to 20 cents on November 1, 1955. It would also seem that foriegners had more faith at this time in the U. Government than the private banking system as evidenced by the preponderance of usages. Many countries issues postal savings revenue stamps prior the the U. In 1911 and as such it would appear that foreigners were to some extent more comftorable with this vehicle of savings. The certificate looks to have been fed through some sort of IBM machine with hole punches and top right clipped corner which other certificates are known to have.
